Animal Expert Witness Service was founded in Pakenham in 1987 by equine veterinarian Dr. John Stewart BVSc (Hons) MRCVS, making us the longest-running animal expert witness service in Australia. Our head office remains in south-east Melbourne, and our 70+ panel members across Victoria give us unmatched local court experience — particularly at VCAT, where we have appeared in hundreds of dangerous dog and animal management hearings.
VCAT Dangerous Dog Hearings
Victoria's Domestic Animals Act 1994 gives councils broad powers to declare dogs dangerous or menacing, and owners can appeal to VCAT. These hearings are adversarial, and expert evidence is often decisive. Having appeared at VCAT more than any other animal expert service in Victoria, we understand what the tribunal expects:
- Behavioural assessments conducted under standardised protocols (not informal observation)
- Clear distinction between predatory aggression, fear aggression, and territorial behaviour
- Evaluation of whether the council's classification of "dangerous" is proportionate to the incident
- Assessment of proposed management plans (muzzling, secure enclosures, desexing, training)
- Opinions on whether a destruction order is justified or whether lesser conditions would manage the risk
We also assist councils preparing their case, providing independent evidence that the dog poses an ongoing threat. Our experts maintain impartiality regardless of which party engages them — as required by VCAT Practice Note PNPE2.

Our founder Dr. Stewart was previously the Director of Horse Management Studies at Marcus Oldham College in Geelong — a position that brought deep connections to the Victorian equine industry that continue to underpin our expert panel today.
